Older properties and access
In the older housing, basements and utility spaces are small, stairs are narrow, and pipework has been modified repeatedly over a long service life. That affects both repair and replacement: reaching an element panel or a burner assembly may need the unit moved, and getting a replacement tank in can require a taller, narrower configuration of the same capacity.
Mixed pipework and leak tracing

A seep at a corroded nipple or union at the top of the tank runs down the body and collects at the base, where it reads as a failed tank.
